Most teams I've seen have informal agreements — "ping someone if you need a review" — but no clear default owner. The author assumes a reviewer will notice. The potential reviewers each assume someone else will pick it up. Three days pass. The branch drifts.
This is a coordination gap, not a motivation gap. Assigning a reviewer at PR open time, or rotating review ownership on a weekly schedule, collapses the ambiguity. The queue shrinks. Turnaround drops from days to hours.
The fix is cheap. The norm just has to exist. 1
